What Is SAM.gov and Why Does It Matter?

SAM.gov (System for Award Management) is the official federal government database of vendors authorized to receive contracts and grants. You cannot receive a federal payment without an active SAM.gov registration. It is free, mandatory, and must be renewed every 12 months.

SAM.gov registration is 100% free. Numerous companies charge $500–$3,000+ to "help" you register. They add no value. Register directly at sam.gov — it's straightforward and costs nothing.

Before You Start: What You'll Need

Step-by-Step SAM.gov Registration

Step 1: Create Your Login.gov Account

Go to login.gov and create an account with your work email address. You'll need to verify your identity with a photo ID (driver's license or passport). This identity verification is required by the government for security purposes and typically takes 5–10 minutes.

Step 2: Access SAM.gov and Start Registration

Go to sam.gov and sign in with your Login.gov credentials. Navigate to "Register Your Entity" and select "Start Registration." Choose "Entity Type" as appropriate — most small businesses select "Business or Organization."

Step 3: Complete Core Data

This section captures your basic business information. Key fields:

  • Legal business name (must exactly match IRS records)
  • EIN / TIN
  • Physical address (PO boxes are not accepted)
  • Business start date and fiscal year end
  • Congressional district
  • NAICS codes (primary + secondary)

Step 4: Complete Assertions

The Assertions section asks about your business structure, ownership, and certifications. This is where you indicate:

  • Whether you qualify as a small business under your primary NAICS code
  • Any SBA certifications (8(a), WOSB, HUBZone, SDVOSB)
  • Business type (LLC, corporation, sole proprietor, etc.)
  • Whether you're a foreign-owned entity

Step 5: Complete Representations & Certifications

This is the longest section — a series of certifications and compliance statements required by federal law. Most of them are straightforward yes/no answers about your business's compliance with federal regulations. Read each carefully and answer accurately. False certifications are a federal crime.

Step 6: Optional Points of Contact

Add contact information for your Electronic Business point of contact (the person authorized to sign contracts) and your Government Business point of contact (who agencies can reach for contracting matters). These can be the same person for small businesses.

Step 7: Submit and Receive Your UEI

After submission, SAM.gov will assign you a UEI (Unique Entity Identifier) — a 12-character alphanumeric code that is your permanent federal vendor ID. Full activation of your registration takes 7–10 business days while the government validates your information against IRS records.

After Registration: Critical Reminders

  • Renew annually — SAM.gov registrations expire every 12 months. Set a calendar reminder. Expired registration = you cannot receive payments.
  • Update when anything changes — Address, ownership, NAICS codes, certifications. Outdated information can disqualify you from contracts.
  • Keep your EIN matching — If your IRS records ever change, update SAM.gov immediately.
  • Watch for your CAGE code — If you plan to work with the Department of Defense, you'll also receive a CAGE code (5-character alphanumeric ID) automatically.
